[Nhcoll-l] Hand carrying herbarium specimens from French Polynesia to US

Hello Herbarium Folks,

We have someone who wants to hand carry herbarium specimens (ferns/spores)
collected in French Polynesia. They want to hand carry them through customs
in the US. Should he declare them as Herbarium specimens, dried dead, plant
specimens, no commercial value. Is there anything he would need other than
a species list?
