[Nhcoll-l] USFWS closing migratory bird salvage permits

I've been in touch with Mig Bird permit folks about who needs which permit
now that USFWS is canceling salvage permits because the new regulatory
authorization is in place

If public museums are using the specimens for public conservation-education
programs or public archival purposes, then they can possess under the
regulatory authorization and do not need to obtain a scientific collecting
permit.  However, if they are using the specimens for any kind of research
projects, then they will need to obtain a separate scientific collecting
permit.  USFWS can issue more of a blanket scientific collecting permit
that authorizes use of salvaged birds for research purposes.

If the salvaged specimens may be used for future research but aren't yet,
it will likely depend on if the specimens would be accessible by the public
upon request while they are awaiting the future scientific research.  If
so, they can likely be held under the regulatory authorization until they
are used for research.  If they will not be accessible by the public for
whatever reason, possessing them under a scientific collecting permit is
best.  She recommends that, if you know you'll be conducting research on
specimens at some point, you just go ahead and apply for the scientific
collecting permit to have on hand ahead of time.

Hope that helps a bit - I'm sure questions will continue to arise as this
all gets sorted out...
