[Nhcoll-l] Certificate of Scientific Exchange COSE permit application process

Laura and colleagues,
After nearly 10 months our COSE application was processed and a permit issued. I was notified by USFWS of the status with an email that contained minimal information beyond the permit number. I inquired if there was some sort of official document that was to be issued (as none was evident in the ePermits portal). This is part of the response that I received:
"The delay in processing this request was due to a need to change the format of the issued COSE documents within our ePermitting system. In this regard, the COSE must be printed on special CITES security paper, and then physically mailed. "

I’ve been tracking delays in COSE renewals for a couple years now. I met with some folks from USFWS International Affairs in fall 2025. They were aware of the delays and offered the following tips:
* make sure you’re submitting your annual reports on time (even if you don’t have any exchanges to report) - if your file is up to date, renewal processing is faster
* respond quickly to any requests for additional information
* Submit your renewal 60-90 days ahead of expiration
* If you haven’t heard back, feel free to check in with staff about your renewal status after a month or 2
I’ll keep this one on my radar screen and continue to bring it up with FWS staff as appropriate.
