[Nhcoll-l] Certificate of Scientific Exchange COSE permit application process

Greetings colleagues,
The A.C. Moore Herbarium (USCH) at the University of South Carolina submitted an application to US Fish and Wildlife Service via ePermits for a Certificate of Scientific Exchange (COSE) on April 30, 2025. The application is still pending. I have been in communication with a staff member who indicates that the application is still under review ("final review"). As part of the review process, we were asked to provide a Collections Management Policy which we did in July 2025. I understand there may have been additional time delaying further action on account of US government shutdown at the end of FY in October and part of November 2025. The USFWS help FAQ suggests that typical return times are 60-90 days.
I'm curious if others have experienced delays comparable to ours and what recourse if any might expedite the process.
