[Nhcoll-l] USFWS closing migratory bird salvage permits

I've reached out to staff at USFWS HQ to see if they have any guidance on
how museums in particular should proceed now that they are cancelling
Salvage Permits. I'll share any intel/guidance that I receive with this
list. Institutions may also want to reach out to their regional permitting
officer to see what they say.
