It's still worth clearing your 3-177 before it hits US customs ports - you
can talk to many USFWS agents who say it's not necessary, until the box
hits a CBP inspector rejects or confiscates. I've heard of multiple
rejections of boxes lately that lacked a 3-177 on the outside of the box.
