[Tshwanelex-l] Windows warnings

Note for Windows TLex users - Windows 10 'SafeScreen' falsely 
suggests the latest TLex downloads are unsafe. Please do not worry, 
they are safe and virus-free - this can be confirmed by running the 
installer files through virustotal.com, which tests against over 50 
major antivirus packages and all show the file is 'Clean'. You can 
select to bypass the filter.

(This SafeScreen warning is effectively the result of a system where 
software vendors must basically pay ever-increasing annual fees for 
certification processes to avoid these warnings.)
