[yul-naco] (no subject)

Our C&Ts are doing pre-cataloging authority check in RLIN except for name 
headings in LC records. Since we catalog in RLIN, if we wait until the 
validation is done in Orbis and find that a heading needs to be changed, we 
have to go back to RLIN, make changes, and import the record again.
However, I am open to any suggestions that can save our cataloging time.
