[yul-naco] Keiko Suzuki is independent for institutional name headings

It's my pleasure to announce that Keiko Suzuki is now independent for NACO 
institutional name headings. She has been an independent contributor for 
personal name headings for a while and is working toward gaining 
independence for series titles.
