[yul-naco] NELINET manual now online

we are NOT to share this document with anyone outside Yale. See below:

I will be making revisions to the document as needed over time. [For 
example, you all should have seen and followed the instructions in 
Patricia Thurston's message about changing our OCLC export format 
from MARC-8 to Unicode; at the time of the training we were still 
using MARC-8. The manual needs to be revised. Right now the posted 
manual is *exactly* the same as the one you received during training.]
