[yul-naco] OCLC vs. RLIN documentation on Yale's website

Dear NACO catalogers,

I have given OCLC its own section on the "Authority Control at Yale" 
website and started putting up links.

I've moved the RLIN links to the "Miscellaneous" section, where they 
will stay until we decide we no longer need them. The navigation bar 
on each of the sections now has RLIN replaced by OCLC.

The welcome message on the "Authority Control at Yale" home page now 
says that we are an OCLC NACO library.

The NACO Coordinating Committee will be working in the coming weeks 
to update our local authorities documentation (workflows, etc.), to 
replace RLIN with OCLC. I'll let you know when we're done.
