[yul-naco] start cleaning up the RLIN NACO save file!

Dear NACO catalogers,

As you know, we intend to move our NACO 
operations from RLIN to OCLC at the end of 
October after we've had OCLC NACO training. As 
part of that move, we have to start cleaning up our save file records in RLIN.

If you are independent, please make sure you 
don't let too many records accumulate in the save 
file - if you have "problem" records that you've 
been ignoring, you should either try to resolve 
the problems in the coming weeks or delete the records.

If your records are still being approved by a 
reviewer, please work with your reviewer to make 
sure you don't let too many saved records 
accumulate. As we get closer to the training 
date, you might want to put aside some headings 
that need authority records and save them for input in OCLC rather than RLIN.

If you are a NACO reviewer, please try hard to 
respond to your reviewees' messages in a timely 
manner. I include myself in this category!

A short time after we've completed the move to 
OCLC, I intend to go through our RLIN save file 
and delete any records that have not been 
produced. We will not be maintaining save files in both utilities!
