[yul-naco] Revised YUL NACO series policies

Dear NACO series catalogers,

"Yale Policies for NACO Series Authority Records" 
has been updated to reflect some recently adopted 
policies: http://www.library.yale.edu/cataloging/authorities/series_policy.htm

The most significant changes are:

1) The addition of new text in 1B. "When to Create New SARs"
2) The addition of new text in 1D. "644 and 646 Decisions for New SARs"
3) The deletion of the "EL7" text in 1B. "When to 
Create New SARs" (regular criteria are sufficient)
4) The deletion of obsolete text and links in 2D. "645 Field (update in RLIN)"

The new text in 1B and 1D should look familiar. 
It was part of a draft document, sent over the 
summer, that proposed Yale's response to the LC 
decision to stop creating/updating series 
authority records. The Cataloging Coordinating 
Council (CCC) discussed and approved large 
portions of this draft, including the sections 
relating to NACO work. [It was decided that the 
Technical Services Management Group, rather than 
CCC, would discuss the proposals relating to 
Fastcat and selector flags.] The full draft is

The new text in 1B relaxes our local criteria for 
when a SAR must be created during cataloging. The 
criteria now permit a greater degree of cataloger 
judgment (so that we won't be forced to spend 
disproportionate amounts of time creating SARs as 
a result of LC's decision) and recognize our 
willingness to create SARs in response to 
requests by public services staff. The new text 
in 1D outlines some of the situations when we 
might want to make a decision to class separately.
