[yul-naco] Yale independence for RDA/NACO headings

Hello all-

As some of you may already know we've recently been granted institutional independence from LC for contributing RDA NACO headings. That good news means there are also a few changes to the guidelines for contributing NARs.

For those who are independent for personal and/or corporate names, you have two options. You may send your NARs to either me or your former reviewer for a quick evaluation, after which they will be returned and you would add them to the national file. Or if you are confident that the NAR has been formulated correctly you may just contribute it to the national file directly without further review.

If you're still under review, submit any RDA headings to your reviewer. He or she may in turn distribute it to the NACO Coordinating Committee if there are questions that they are unable to resolve.

I also have a little backlog of headings that were sent to me to be reviewed. I'll take a look at them and return them to the catalogers who formulated them for either updating or contribution to the NAF.

As we go forward and see what types of issues we encounter we can eventually come up with some local best practices for formulating RDA authority records. In the meantime use of the optional fields will be left to cataloger judgment and hey should be used only if needed to differentiate a heading or provide information that cannot be otherwise easily determined (e.g., use of the 375 field for gender if it's unclear). Those of you who have not formulated any RDA headings, or only a few of them, may want to use some of the optional 3xx fields just to get a feel for them even if they are not necessary for differentiation.

During the review period NACO catalogers were creating RDA NARs for every heading in their bib records. This is no longer required. Catalogers should again follow local guidelines for when to create authority records (http://www.library.yale.edu/cataloging/authorities/names_policy.htm). However, if there are any categories in the current policies that you believe could be reexamined or dispensed with altogether, particularly for cross-references, please let me know.

Additionally, if you encounter something new or formulate what you think is an interesting record, please send the heading to me. I'll add it to the SharePoint site and I'll also distribute it to the list so others can take a look at it.
