[yul-naco] RDA Nov. 12 updates summarized

I went through the Sec final documents on the JSC website & summarized the Nov. 2012 revisions on the attachment. I can't guarantee that the correct interpretation of the rule is given, so be careful. Also, some of the rule numbers may be typos; let me know if you can't find the applicable RDA rule in the Toolkit.
