Note that with the July 2013 RDA update, qualifiers of the type (Fictitious character), (Legendary character), (Animal type), e.g. Lassie (Dog) are now mandatory even if there is no conflict.

Virgin Islands
The RDA treatment of the Virgin Islands was revised recently. The Virgin Islands of the United States is now established as United States Virgin Islands. In addition, the abbreviation V.I. is no longer used in qualifiers. Instead, entities on the islands are qualified by either British Virgin Islands or United States Virgin Islands, as appropriate. This list included 68 proposals to adjust headings and references in accordance with these policies.
Fictitious and legendary characters, and animals with proper names
As of July 9, 2013, all headings for individual fictitious and legendary characters (e.g., Harry Potter, Paul Bunyan) and individual animals with proper names (e.g., Lassie) should be established in the name authority file using RDA instructions. The RDA heading will be valid for use as a subject heading.
Headings for groups of fictitious and legendary characters (e.g., Hardy Boys, Teenage Mutant Ninja Turtles) will continue to be established in LCSH because they cannot currently be established with RDA instructions.
The following workflows should be followed when inputting a name authority for an individual fictitious or legendary character, or an animal with a proper name.
If the heading is needed for subject cataloging and an LCSH heading for the character already exists, catalogers may continue to assign the existing LCSH heading. In that case, do not make a name authority record.
Optionally, catalogers may make a name authority for the character if an LCSH heading already exists, but then must also make a proposal to cancel the existing LC subject heading. The proposal should be made through the Subject Proposal System; click the icon next to the heading and select the option "Propose cancelling this heading."
If the heading is needed for a descriptive access point, it should be input into the name authority file. LCSH should be searched to determine whether the character has already been established there. If so, a proposal to cancel the subject heading must also be made. The proposal should be made through the Subject Proposal System; click the icon next to the heading and select the option "Propose cancelling this heading." NACO libraries who do not contribute SACO proposals may email policy at loc.gov<mailto:policy at loc.gov> to request that PSD make the cancellation proposal for them.
A project to transition all individual character and named animal headings from LCSH to the name authority file will be conducted as resources are available. Catalogers are requested to refrain from unilaterally undertaking projects to convert the LC subject headings to name headings in a wholesale manner. Workload and staffing issues do not permit PSD to process the number of proposals that such projects would generate. SACO libraries wishing to undertake such a project may contact the Coop Section at saco at loc.gov<mailto:saco at loc.gov> and the request will be considered.
Notes on fictitious character heading assignment: The policies on assignment of fictitious characters to works of the imagination have not changed. Fictitious character headings may be assigned to literary collections (i.e., collections of works by multiple authors). They may be assigned to individual plays and poems only if the character has been borrowed from another author. Fictitious character headings may be assigned to fiction only when the character has appeared in three or more individual works and the works are being cataloged according to the special provisions for increased access to fiction. See H 1610 and H 1790 for more details.
Subdivisions in H 1110, the list of free-floating subdivisions that may be used with personal name headings, are not valid for use with headings for fictitious and legendary characters, or individual named animals. Subdivisions from the list that are needed for use under an individual heading may be proposed and editorially established under the specific heading. The form subdivisions -Comic books, strips, etc., -Drama, -Fiction, -Literary collections, and -Poetry can still be applied on a free-floating basis to name headings for individual fictitious and legendary characters.
The SHM will be revised to reflect the new procedures.

A/B scheduling (Education)
The proposed heading is a method of block scheduling, which is represented in LCSH by the existing heading Block scheduling (Education). The meeting determined that the variant forms of block scheduling are too specific for LCSH. UFs will be added to Block scheduling (Education) for A/B scheduling, as well as for other forms of block scheduling. The proposal was not approved.
Automobile racing
The UFs being proposed are not synonymous with the heading. People drive race cars all the time without racing them. The proposal was not approved.
Automobiles, Racing
The proposal seeks to add an additional example, Indy cars, to the SA reference. Indy cars already has the BT Automobiles, Racing. So, it is not necessary for Indy Cars to be added as an example in the general SA reference. Additionally, SHM H 371, Background, states: "The practice of making new references of this type has now largely been abandoned in favor of making a specific reference from a broader heading whenever a new heading is established." The proposal was not approved.
Baba Yaga (Legendary character)
In accordance with the announcement Fictitious and legendary characters, and animals with proper names (above), Baba Yaga should be established in the name authority file. This proposal should be resubmitted as a proposal to cancel the subject heading.
Birds--Eggs; Birds--Nests
There are already appropriate general SA references from the heading Eggs to the free-floating subdivision --Eggs under animals, and from the heading Nests to the free-floating subdivision --Nests under animals. SHM H 370, sec. 1.a.3 states: "Do not make references between individual headings in situations where a general see also reference is appropriate and has been, or should be, made." The proposals were not approved.
Bundles of human hair; Locks of human hair
In LCSH, a term for the quantity or method of packaging and a term for the material being bundled or packaged are rarely, if ever, combined. The existing subject heading Hair should be used instead. The proposals were not approved.
Château de Trévarez (Saint-Goazec, France)
The form of heading chosen in this proposal was not supported by any statement in the record. The proposal may be resubmitted with information added to support the form of heading chosen.
Colorado River Valley (Mendoza and Neuquén-Buenos Aires, Argentina)
It is not clear from the proposal whether a heading is needed for the valley or for the watershed. The word "cuenca" in the title of the work cat means basin or watershed, not valley. LCSH has an existing heading for the watershed, Colorado River Watershed (Mendoza and Neuquén-Buenos Aires, Argentina). The proposal may be resubmitted if needed.
Community-based organizations
The existing heading Community organization has the UF Community councils and the NT Community welfare councils. Since the proposed heading overlaps significantly with existing headings, the meeting prefers to add a UF Community-based organizations onto the existing heading Community organization. The proposal was not approved.
Contact sheets (Photography)
The existing heading Contact printing could be used for the process and the object, therefore, a separate heading for the object is not necessary. The proposal was not approved.
Cooking, Canadian--Nunavut style
The 670 in the proposal contains only the title of the work cat. No evidence was provided that "Nunavut style" is a specific and distinct style of Canadian cooking (use of local ingredients alone does not qualify). The proposal may be resubmitted.
Dane Mills (Bosley, Cheshire, England)
According to SHM H 405, factories should be established in the name authority file. The proposal was not approved.
Diary fiction, Venezuelan
The work cat is an individual novel to which a qualified form heading should not be assigned, per SHM H 1790. The proposal was not necessary.
Directional signs
Almost all signs give directions--for instruction, for navigation, etc. "Directional signs" is such a broad category of signs, from arrow-shaped signs to a directory listing in a lobby, that the term's usefulness as a separate heading is doubtful. The existing heading Signs and signboards should be assigned instead. The proposal was not approved.
Double calipers
LCSH contains the heading Calipers, which has been used only 12 times in the history of the LC catalog. The meeting feels that the existing heading is sufficient, and a more specific heading is too narrow for LCSH. The proposal was not approved.
Ecotourism; Sustainable tourism
These proposals were made to link the existing headings Ecotourism and Sustainable tourism as RTs. SHM H 370 sec. 2 (2nd bullet) states clearly that RTs are not made if the two terms have a BT in common. The two existing headings both have the BT Tourism, so linking them as RTs violates the H 370 instruction. The proposals were not approved.
Egyptian literature (French)
The scope note on Egyptian literature indicates that the heading is used for collections of literature in the ancient Egyptian language. Collections of literature from Egypt in various modern languages are entered under Egyptian literature, Modern. The existing heading Egyptian literature, Modern (French) should be assigned for this concept. The proposal was not approved.
Spider mites
Since the heading Spider mites is a BT of the genus Eotetranychus, which is the BT of Six-spotted mite, it is not appropriate to link Spider mites and Six-spotted mite as RTs.
SHM H 370 sec. 2 (2nd bullet) states clearly that RTs are not made if the two terms have a BT in common at any level of the hierarchy. The proposal was not approved.
Expressionist drama; Expressionist drama, American; Expressionist drama, German; Expressionist drama, Polish; Expressionist drama, Swedish
In the LC database, collections or criticism of expressionist fiction, poetry, drama, etc., have been cataloged using the heading Expressionism in literature. Headings such as German drama-20th century-History and criticism have been assigned to these works as well. The meeting wishes to continue this practice of post-coordination. The proposals were not approved.
Bicycle motocross; Hang gliding; Mountain biking; Mountaineering; Skateboarding; Skydiving; Snowboarding; Surfing; Wakeboarding
These proposals were made to add the BT Extreme sports to the existing headings. However, these sports can have extreme versions and non-extreme versions. Like the headings Endurance sports and Professional sports, the meeting also does not wish to build the hierarchy under Extreme sports. Therefore, post-coordinating the heading for the individual sport along with the heading Extreme sports is recommended. The proposals were not approved.
Extreme ironing
This activity involves ordinary ironing (LCSH: Pressing of garments) in bizarre locations like on top of a mountain or while doing something else like skydiving. However, the inherent act of ironing is exactly the same. So, in actuality, the sport aspect of the activity is mountaineering or skydiving, for which headings already exist. Therefore, for the reasons stated above (see Bicycle motocross, etc.), the meeting recommends post-coordinating existing headings such as Pressing of garments, Skydiving, and Extreme sports. The proposal was not approved.
Hadromophryne; Hadromophryne natalensis
SHM 1332 Background (second sentence) gives the instruction: "...always make the BT reference at the next higher level along the hierarchy of species-genus-family-order-
class-phylum." Heleophrynidae is the family of the genus Hadromophryne. The family Heleophrynidae needs to be established. The proposals may be resubmitted along with a proposal for the family.
Hanley Castle (England : Castle)
This proposal was made in order to double-qualify the existing heading for Hanley Castle (England) by adding "Castle," which would indicate that there was a conflict between the name of this castle and the name of another place or building. However, no evidence of the conflict was included in the proposal. The proposal, with the addition of evidence of the conflict, may be resubmitted.
Human surveillance with radio frequency identification
The precise meaning of this heading is unclear. "Human surveillance" could refer to the people who are surveilling or the people who are being surveilled. Neither portion of the heading, "human surveillance" (before the preposition), nor "radio frequency identification" (following the preposition), have been established as base headings that could be connected with a preposition. Existing headings such as Radio frequency identification systems and Electronic surveillance should be assigned instead. The proposal was not approved.
In situ resource utilization
This phrase is exceedingly vague. It could describe the case when you go to the library and consult a book there without charging it out, or when you go to the river and wash your clothes there without taking any water back to your house. There is no scope note and nothing in the citation, or the reference structure, to indicate what the heading is intended to mean. The proposal shows no evidence of authority research, and no evidence that the term is in use outside the work cat.
Additionally, it is not clear that the proposed heading is any different than the existing heading Salvage (Waste, etc.). With increasing frequency, it seems that proposals for concepts are being based on terminology plucked directly from titles. While the title of a work may be extremely useful for identification of concepts, those concepts must be reconciled with existing LCSH concepts and hierarchies. The proposal may be resubmitted.
Investments, European
This proposal was made to add the UF Investments, European Union countries. "European Union countries" has never been used as a qualifier in this fashion because the phrase would conflict with authorized free-floating construction, e.g., Investments--European Union countries. The proposal was not approved.
Land reform in mass media
The work cat is about the coverage of land reform activities in newspapers, for which the heading Land reform--Press coverage--Zimbabwe should be used. The proposal was not approved.
Monumento do Marquez de Sá da Bandeira (Lisbon, Portugal)
This proposal is for a statue of a military hero sculpted by Giovanni Ciniselli so, as an individual work of art, it should be established in the name authority file (per SHM H 405). The proposal was not approved.
Order of service programs
This concept is covered in LCSH by the existing heading Worship programs or, if that is considered to be too broad, Occasional services. The proposal was not approved.
Organobismuth compounds
The UFs being added by this proposal do not conform to the pattern of UFs for other chemical compounds. The proposal was not approved.
PRINCE2 (Project management)
This proposal is for a program, taught to people to build project management skills in a specified way. SHM H 405 states that programs are Group One and as such should be established in the name authority file. The proposal was not approved.
Prisoner identification badges
The subdivision --Identification is free-floating under classes of persons, therefore, it is not necessary to establish an "identification badges" phrase heading for every class of persons. The heading Prisoners--Identification should be assigned instead. The proposal was not approved.
Rameses (Mascot)
The work cat is a children's book that features Rameses as a tour guide around the University of North Carolina campus, it is not a work about Rameses. In accordance with the announcement Fictitious and legendary characters, and animals with proper names (above), a heading for Rameses could be established in the name authority file. The proposal was not approved.
Reading (Graduate work)
This work cat is about graduate students' deficiencies in reading comprehension, which prevent successful completion of the students' graduate work. The work cat is not about graduate work in Reading. Existing subject headings such as Reading comprehension and/or Universities and colleges--Graduate work should be assigned, along with the heading Study skills, which the cataloger already assigned to the book. The proposal was not approved.
Senate Office Building (Washington, D.C.)
The building that is being described by the proposed heading is the Russell Senate Office Building for which a heading already exists. The proposal was not necessary.
Silvermine Industrial Park (Seymour, Conn.)
Industrial districts are similar to historic districts and/or shopping centers. The meeting determined that individual Industrial districts should be established in the name authority file. SHM H 405 will be revised accordingly. The proposal was not approved.
Spy stories, Spanish
The work cat is a novel. SHM H 1790 states that qualified form headings should not be assigned to novels. The proposal was not necessary.
Steinberggasse (Winterthur, Switzerland)
The proposal contains no information supporting the heading. Information from the book that supports the choice of heading should be added to the proposal for the benefit of all users. The proposal may be resubmitted.
Unsung Founders Memorial (Chapel Hill, N.C.)
This structure appears to be a sculpture rather than an architectural monument. When the individual artist is identified, sculptures often fall into the category of individual works of art, and as such should be established in the name authority file. The proposal was not approved.
Walnut aphid
The genus of the Walnut aphid is Chromaphis, which needs to be established. SHM 1332 Background (second sentence) gives the instruction: "...always make the BT reference at the next higher level along the hierarchy of species-genus-family-order-class-
phylum." The proposal may be resubmitted along with a proposal for the genus.
GENRE/FORM TERMS
Television spin-offs
There is no evidence that "Television spin-offs" is actually a genre or form, and it does not seem as if a genre/form term for spin-offs would be helpful to users. Researchers do not seek out spin-offs by conducting a single search to get a list of all spin-offs. They are actually attempting to identify the spin-offs that were created from a single series, which can be noted and traced descriptively in the bibliographic record. The proposal was not approved.
