[yul-naco] NACO permission in WorldShare Record Manager

If you have had trouble with your NACO permission in WorldShare Record Manager, it is probably because OCLC never knew you were allowed to create authority records. Our OCLC permission list is really outdated. Would every YUL NACO participant please send me their name and permission number (the 100-XXX-XXX authorization number to log in to Connexion(?  After the list is compiled, I will give it to Rick who will update the list of permissions on the OCLC website.
