In case you missed it, from an OCLC daily announcement last week:
Many new elements were added to or changed in the Language Code 041 field in the
latest MARC Update. When the fixed-field element "Lang" is insufficient to
convey full information for a multilingual item or for a translated title, use
of the 041 field is required. Three new subfields were implemented (k, m, and
n); the definitions of subfields a and j changed; and subfield h was renamed and
narrowed in scope. Specifically, subfield h now applies only to the original
language of the primary content of the resource. Subfield k is used instead of
h for language of any intermediate translation. Subfield m is used instead of h
for the original language of accompanying material other than libretti and must
follow only b or g. Subfield n is used instead of h for the original language
of a libretto and must only follow subfield e. Please either correct errors in
existing records or report them to bibchange at oclc.org<mailto:bibchange at oclc.org>.
See Technical Bulletin 261: http://www.oclc.org/support/documentation/worldcat/tb/261/default.htm
for a complete explanation.
The Orbis tag tables are up to date, so you should go ahead and begin using the new or newly defined subfields if you haven't already.
The PCC BSR instructions are consistent with the OCLC requirement for when to make a 041 field.
