Subject: Phase 2 Changes to the Authority File Beginning

Everyone,

Beginning March 6th, 2013, Phase 2 of the automated changes to the LC
NAF is due to commence. In Phase 2, authority records whose access
fields (1XX, 4XX and 5XX fields) are subject to mechanical manipulation
to make them conformant to RDA will be modified. Examples of these
changes are the expansion of the abbreviations for department or
arranged, the replacement of "Koran" in subfield $a with "Qur'an," etc.
Approximately 400K headings will be affected. Processing will be
complete before the PCC Day 1 for RDA Authority Records on March 31, 2013.

Sometime after this point, PCC will finalize the planning for Phase 3 of
the authority file manipulation. During this phase, those headings that
are RDA acceptable but still coded as pre-RDA will be explicitly coded
as RDA. We strongly feel that the indication of RDA compliance for RDA
acceptable headings being the lack of the 667 note added which states
THIS 1XX CANNOT BE USED UNDER RDA UNTIL THIS RECORD HAS BEEN REVIEWED
AND/OR UPDATED is unacceptable as a permanent condition. However, we
also acknowledge the impact that this explicit recoding will have on
various data processing pipelines. It is most likely that this change
will occur over the span of multiple years in order to make the
processing of these records acceptable to the NACO nodes and local
authority files.
