[Yulpub] RLG/Eureka databases

After testing just now (11 am), ALL the Eureka databases EXCEPT for
HandPress Books are accessible again through the links on our Database and 
Article Searching (DBOW) webpages.

I will continue monitoring HandPress Books and will also explore whether 
the URL we've constructed for it might be the problem.
