[Yulpub] update of Web of Knowledge outage

Just, FYI, we did regain access to Web of Knowledge shortly after 2 pm.

I also received a voicemail from our representative suggesting that part 
of what went wrong was an attempt to provide a trial to a non-library 
part of the university.  Which is an intriguing tidbit which I intend to 
pursue.  Which unit of the campus, what product, and was there any way 
we or ISI could have anticipated or avoided the fallout of the innocent 
trial request.
