[Yulpub] Web of Science connectivity problems

We are currently experiencing connectivity and performance problems with 
Web of Science. Readers may not be able to connect or have long delays when 
running a search.

The vendor, Thomson Scientific, is working on the problem but can not 
provide a time estimate on access will be fully restored.
