[Yulpub] VPN access issues

I've received some information from ITS that there are problems with VPN
access - apparently there is a conversion underway from the central VPN
server to the Med VPN server but some faculty are reporting the IP 
addresses
supplied by the MED VPN server are not allowing access to our electronic
resources.

If people report problems - simple solution for right now - use the proxy 
server. I will post updated information as I track it down.

This apparently isn't a global issue impacting every user - but it is a 
problem for some.
