[Yulpub] Chadwyck Healey server problems

I've now been able to confirm that 3 of our databases from Chadwyck 
Healey/Proquest are not responding (NSTC, Archives USA, C19).

I'm contacting Chadwyck-Healey to determine what is happening, and will 
report back when things are resolved.
