[Yulpub] restricted access to E-STAT (Statistics Canada)

Dear colleagues,

Statistics Canada has revised the license for its free online product 
"E-STAT" - and unfortunately has made it significantly more restrictive. 
Walk-in users are no longer permitted to access the database. To comply 
with the new license terms, E-STAT is now available on a couple of 
netID-login workstations - one in the Social Science Library and one in 
the Government Documents Center. It is also available to users who connect 
to it through the library proxy server (which on-campus users can do, even 
though they would not need the proxy server otherwise).

If any other library on campus would like to make E-STAT available from a 
netID-login workstation within that library, please let me know and I will 
contact E-STAT to make the change. If you know of readers using E-STAT, 
please let them know about this new restriction. Any questions (and 
complaints) may be directed to me.
