My NDLTD Board colleague John Hagen from the U. of West Virginia created a nice summary of where to search and discover openly accessible full-text electronic theses and dissertations (ETDs) found in institutional repositories. Based on OAI-PMH record harvesting from institutional repositories, the YSM electronic theses for all YSM graduates since 2006 are also represented in these searches, as well as selectively (voluntarily) by students since 2002.

The NDLTD Union Catalog search portals are available at http://www.ndltd.org/find. Here you can search for electronic theses and dissertations from around the world, including some contributors from respective Air Force schools, such as in the U.S. The 2 main search portals which contain NDLTD Union Catalog holdings are:
Scirus ETD Search<http://www.ndltd.org/serviceproviders/scirus-etd-search>
A comprehensive scientific research tool from Elsevier, Scirus ETD Search provides an advanced search that can narrow results to theses and dissertations as well as provide access to related scholarly resources.
VTLS Visualizer<http://www.vtls.com/ndltd>
This is a dynamic search and discovery platform with sophisticated functionality. You can sort by relevance, title, and date. In the current implementation, faceted searches are available by language, continent, country, date, format and source institution. Additional facets, such as subjects or departments, can be added if desired.
Best wishes,
- John
