Paul, sorry for the misunderstanding!

Might be worth to check archival quality tapes used in libraries to 
restore old maps or to support historic books. These are typically 
designed to remain as inert as possible and should use a long-living, 
high-quality adhesive. We do not have specific experience with such 
tapes, but such tapes have been suggested during a workshop during the 
KUR-workshop in Berlin (aiming to gather expertise to restore historic 
objects in the fluid collections; participants included paper 
conservators). They do work in libraries, so it might worth checking if 
they are stable under fluid storage conditions (especially as Simon 
mentioned some holding fluids tend to leach through containers and could 
influence the properties of the adhesive)

Perhaps check with your library; there is a detailed list inside the 
report of the KUR-project, but I guess the material mentioned in there 
is likely not (or hardly) available in the US. But there should be 
something similar, I guess.
