Info on Yusaka Matsuda Film

I while ago I came across an unsubtitled video of a film starring Yusaku
Matsuda. It also appears that he may have directed the film, though I didn't
know he had done any directing. Judging from his age and the look of the film
I would say it was made sometime in the late 80's.

The film looks to be a fairly typical crime thriller with Yusaku as
motorcycle-riding, sunglasses-wearing loner who rides into town, but as the
film progresses it gets stranger and stranger.

There is a particular scene near the end that is very memorable. A man is
getting out of a car and is gunned down by three men wearing blue jumpsuits.
The entire scene is played in silence with the only sounds being the gunshots.
The three men run away and Yusaku comes over to the body and lays his coat
over it. It then (still in complete silence) it cuts to a close-up of Yusaku's
face as he puts on his trademark dark sunglasses with an electronic click as
they go on. He then chases after the men with a conclusion that is by far the
strangest thing in the film.

If anyone could tell me the Japanese title of this film and a rough English
translation I would be most appreciated. Also I would love it if anyone is
familiar with the film and could give me a brief plot rundown to help out with
what's going on.
