by M.Martin & M.Porter):

IN THE AFTERMATH: ANGELS NEVER SLEEP

According to the summary, the movie is an "uneasy mixture of animation and
live-action (...) concerning an angel sent to an Earthman after the nuclear
holocaust". Hope it is the title you are looking for.
