Association for Promotion of Asian Films

I understood this "Pan-Asian film Festival" was organized by the City of
Deauville. The president of the Association is Pr. Patel (that is why the
mail you got was send - and apparently also paid - by the Hospital of
Paris) who is also part of the City Council of Deauville.
They seem to have implemented a collaboration with the Rotterdam Film
Festival.
The festival should take place in March (5-6-7th) with a special focus on
Taiwanese films this year was I told. I have heard nothing about the program
itself. They should use the venue of the CID in Deauville for their
screenings.
