These are the facts as I know them:
1. The Japanese DVD of Hana-Bi has an English subtitle option. Of course,
it is Region 2 so that might pose you a problem.
2. DVDs released in Hong Kong generally are Region free and have English
subtitles (some with electronic subtitles and others with hard subtitles
on the print itself). Some DVDs of Japanese films have been released in
HK. Two that I know of are Unagi and Sumo Do, Sumo Don't. At least in
the case with Sumo, the subtitles are both in English and Chinese.
3. I second the VCD comment, at least if you just want to watch films and
not screen them with these discs. These discs usually run around $10-$12
US and are a good place to see newer Japanese films. The VCDs usually
have both English and Chinese subtitles on the print. My copy of the
Bounce ko GALS VCD looks surprisingly good when played on my DVD player.
I feel it was definitely worth the purchase. For Japanese VCDs, I
recommend www.asiacd.com. They have a decent selection of around 30 newer
movies, generally with English subtitles. Shipping is only 99 cents.
Hope that helps!
