Copyright registration

Fred Wiseman's office sent this inquiry to the Yamagata Film Festival, 
but the people there are not sure about the answer:

"We are wondering if Japan has a registering agency that films screened 
or broadcast in Japan should be registered with for additional rights.  
For example, here in the US we have the Copyright Royalty Tribunal.  In 
France there is an organization called SCAM.  In Europe, it is AGICOA."

Maybe someone with expertise in dealing with foreign films in Japan knows 
the answer.
