Naive Question>The second deals with the fortunes of a failing cinema in a small community that is revived through the screening of classic movies.

  This is "Niji o Tsukamu Otoko" (The Man Who Caught the Rainbow), a 1997 Yamada Yoji film starring Nishida Yoshiyuki. I have no information on the availability of a subtitled version, in any format.
