I assume you are talking about the TV drama _Zutto anata ga suki datta_
which was broadcast from July to September in 1992 on TBS. The story,
scripted by popular scenarist Kimizuka Ryoichi, was about an OL (Kaku
Chikako) who pursues an arranged marriage with a man called Fuyuhiko
(played by the actor Sano Shiro, known for his peculiar parts). What
becomes apparent over the course of the series is that Fuyuhiko has an
abnormal "mother complex" (mazakon in Japanese) with his mother (Nogiwa
Yoko). I've never thought of Fuyuhiko as a Woody Allen-like character,
and his personality became famous more for being mazakon than for being
sexless, but I assume this is the drama you speak of. The series was
such a success that a "sequel" was made in 1993 called _Dare ni mo
ienai_. The Sano/Nogiwa/TBS combination became successful enough that
the two have appeared in a TBS drama about once a year since then.
