The first place to look is the dissertation of Markus Nornes:
Forest of pressure: a history of Japanese documentary to 1946 (USC, 1996)
Looking up Markus's other articles is also important.
The second place is the publications of the Yamagata International
Documentary Film Festival, which are usually produced in English and
Japanese.
Documentary Box has had several articles/interviews on prewar or wartime
