Ichigensan (dir: Ichikawa Kon, if I'm not mistaken)
Tokyo Eyes (set in France, featuring Yoshikawa Hinano)
Nabi no Koi (set in Okinawa and featuring an annoying Irish fiddler)
World Apartment Horror (dir: Otomo Katsuhiro)
Merry Christmas Mr. Lawrence (dir: Oshima Nagisa)
Brother (dir: Kitano Takeshi)
And of course if you want to include anime that opens up a whole other can 
of worms.  The recent "Blood: The Last Vampire" has several American 
characters.
