I've been to the poster shop in Nakano that Miles mentioned. If you go there 
in late afternoon you should find it open. It's on the Nakano Broadway, 
straight opposite the exit of Nakano station.

The best second-hand video shop I found in Tokyo was in Shibuya, very near 
the station. There's a small street which basically runs from the Shibuya 
branch of Tsutaya (at Hachiko Square) to HMV, one block behind it. In that 
little street on the left (coming from the station going towards HMV) you'll 
find the entrance to that video store. The store itself is located on the 
third floor. It has a really huge selection of second-hand videos, most of 
them priced between 300 and 800 yen. The place is absolute bliss. I picked 
up tons of early Takashi Miike and Kiyoshi Kurosawa films there.
