Perhaps, along the lines of Chinese-as-Japanese
actors, it should be noted that Japanese filmmakers,
too, have used Japanese actors to play Chinese
characters--usually bad guys--in movies, and even
Koreans and, if memory serves, Brazilians.  So this
isn't exactly just an annoying Western trait. 
Somewhat related, I remember going to see "Crouching
Tiger" with a several of my Taiwanese friends and,
while I was oblivious, they were bothered that several
Cantonese-speaking actors were mixed into the stew.
