Subtitling Foreign Films in Japanese

Dear Kinejapaners,

If you have a group of films in a foreign language (in
Arabic in the case of this inquiry) and would like to
superimpose Japanese subtitles on them for showing them in
Japan, what would be the most effective way/place to do
that?

I suppose American or European companies that do Japanese
subtitling might not have Arabic-speaking staff, but if I
am able to supply accurate time codes for the
subtitles...etc, would overseas be cheaper than Japan?

In any case, even if it is a known fact that Japanese
subtitling costs are cheaper if done overseas, I would
still be interested in knowing the retatively cheap places
in Japan as well, as the institute financing this project
might insist on doing eveything in Japan.

Any hints and/or links would be greatly appreciated.
