Actually, I think the first is standard romanization. While normally 
you do just add a macron when the same vowel appears afterwards, there 
is an exception made for when the second vowel sound comes from a 
separate kanji. Thus it is always Yokoo Tadanori, not Yoko Tadanori. 
Fuseya-san should thus be Fuseya Hiroo.
