If you want to include documentaries, there is the recent The
Constitution of Japan by John Junkerman:

There apparently were some films made to celebrate the original
promulgation of the Constitution such as Joen at Shochiku and Senso
to heiwa at Toho.

The dokuritsu pro left often made films like Wagamichi (Shindo
Kaneto, 1974) calling for the need to protect the rights guaranteed
in the constitution. Some comedies, like Kyosaito sosai ni eiko are
(Aoyagi Nobuo, 1960), make fun of the results of the Constitution.
Recent films like Bokoku no igisu participate in the debate over
Article 9 of the Constitution.
