Tokyo libraries with English books

The main library does require permission to enter, but the Western  
books section of the Tsubouchi Museum (Engeki Hakubutsukan) is, like  
the Japanese reading room, open to the public:

The yosho section is in building No. 6. It is not an extensive  
collection, but I have used it many times to look up things, so there  
is a good chance you can find what you need.
