Tokyo libraries with English books

The Library in Nihon University (the Ekoda Campus, where I study) have some english collection of books on subject cinema. As I have seen so far, most of them in english are exactly about American cinema. I don't think it is so difficult to get permission to use it, however I think you might need to have a letter or at least student card from other university.
