RE: Japanese governmental agencies/film

Regarding the NFC,and following on Mark D. Roberts' words,I 
found the place utterly uninspiring and unwelcoming. 
It certainly doesn't seem interested in fostering any kind o
f research and is content with putting up a few (interesting
 but generally poorly done) exhibitions every year and show 
(usually very good) retrospective programmes. 
It would be great if these programmes were available to be s
hown abroad ,or elsewhere in Japan for that matter! 
Does the Center have any research scholarships or programmes
?
It could certainly benefit from them.
