Mark Roberts has it sussed.  The Ministry of Culture seems to be  
quite forthcoming with exchange projects --including very small  
projects-- in traditional arts such as bunraku and even rakugo, so it  
may be time they were approached seriously about film.  Anecdotal  
evidence suggests the average Japanese puts very little value on  
their cinema tradition, so there is no reason the Ministry people  
should be any different.  A concerted effort to convince them  
otherwise might get results, since their hearts seem overall to be in  
the right place.  Forget private companies (including private  
foundations): their interests are bound to be self-serving and their  
ears filled with bananas.
