Yes, Mr. Brian RUH is correct here, Rally VINCENT is not supposed to be Black.  It is stated in the *Gansumisu Kyattsu [Gunsmith Cats]* Manga (which the Anime is based upon) that Rally's father is Asian Indian and her mother is British English.
