I was offline for a week so I'm not sure if this has been mentioned yet- my apologies if it has.
It is my understanding that there is a basic difference between what the JF local offices abroad have in their respective archives and what the JF in Tokyo has. The German office has in fact given out a list of the films they have- which is of course limited in comparison with the films held in Tokyo.
The films in the local offices can be shown without prior clearance from the copyright holders, as far as I know. The right only have to be cleared for the films held in Tokyo; in fact, the films held abroad (at least in Germany) lean much more towards very well-known films, often from the major studios.
Maybe the discussion so far has been only about the Tokyo archives? Or are there differences in how the regional offices operate? Again, my apologies if this has already been answered.
