Or just tag, as many libraries do ... "does not circulate,"  
"restricted access," etc ...

Perhaps the problem is a "straight forward" collection management one  
- they may not have a full time media librarian on staff, may not have  
a online library database, etc

(How many of our butts have been saved by a visit to the librarian's  
reference desk that lead to dark and magical corners of the "special  
collections" ...)
