This could be. The Fitzpatrick Traveltalks are 1935, and the most prominent banner in the clip is advertising a Chiezo film called 京洛浅春譜 (http://www.jmdb.ne.jp/1935/bk001520.htm), which was released in April 1935. Another advertises Lives of a Bengal Lancer, also 1935.
