For what it is worth, it is a standard practice in "translating" (surtitling, earphone-guiding, program-summarizing) Japanese theatre tours abroad that the European host country works off English material only, frequently something that has already been done (by a native English translator from
 the original Japanese script) here in Japan for the non-Japanese theatre audience, which is usual in the classics (kabuki, bunraku, noh). I do not equate theatre with film, nor do I judge the practice.  But its widespread use in the theatre world may possibly have influence on the "English-based"
 film-translation practices you've been discussing.
